Restriction labels creation

Is it possilble to restrict the creation of new labels in JIRA Cloud for ordinary users?

With the ability to create new labels for define users (for example one of the users group)?

No, labels are built to be free-format and allow all users to define new ones.

For a fixed list, your admins can give you a multi-select list.

Components are the closest you'll get, with project admins able to define that list.
