I'm looking for a plug-in to work with Jira and JSM that will handle rolling monthly budgets. It must be able to capture all time logs across both applications and needs to be able to carry unused time forward, or deduct excess time consumed into the following month's budget.
Any ideas?

I feel based on your question that Time and Cost Tracker for Jira would probably be the best fit for you.
There are some others you should also look at, such as Tempo Timesheets, or Clockwork Pro.
