Is there a way to create a retrospective page or board for a Project in Jira?

Hi Kathleen! 

Jira doesn't have any inbuilt functionality to run a retrospective.

If you use Confluence and Jira together (at least on Cloud), you can link a Confluence page to your Project. You could work with the free-form page, or use a built-in Blueprint like Dave suggested. 

Apps available on the Atlassian Marketplace can provide a purpose-built interface for retrospectives. Searching for "retrospective" and filtering by your hosting type (eg. Cloud or Data Center) can help you find options to suit you.

Retrospectives are typically done in Confluence.  There is even a built-in Blueprint to give you a starting point. Atlassian also has an article on how to get started.  I hope that helps.
