Right to Create Components and Versions in a Jira Project without Project admin

Hi,

is there a possibility to give the Permissions to create components and versions without the Administer Project right?

My problem is the right to modify the role memberships of a project thats included in the administer project right.

Is there any standard or addon solution for this case?

Currently you need the project specific Administer Projects permission or the Jira Administrator global permission.

I don’t really know any app that solves both. From what I saw on the issues, there’s one for versions but Jira Server only.
