Are you on the localhost is it the public Jira server instance?

It's on localhost, LINUX Ubuntu appliance

I guess 7.18.1

on the same machine, we also have confluence running

confluence is running without any issues

In this case this is something that is wrong from your end of the infrastructure and needs to be solved by your administrators
