I want to show the description (comment) of the field under the field on the issue view screen.
Under the Priority field, I would like to add comments for "Level 0: Everyone, Level 1: Team Leader, Level 2: General Manager, Level 3 ~ 4: Executive, Level 5: CEO".
How do I implement this?

You can set up a description for custom fields by editing the details of the specific field in Global Settings -> Issues-> Custom Fields.
If you add a description it will be visible in the Create Issue Screen and the Edit Issue Screen. E.g.:
You could create a custom field that acts as a copy of priority field.
