At the Ready to Release step in my workflow, I want to add a new step called ‘Send Discontinue Notice’. This step will land back at Ready to Release so no actual movement. Just a ‘button’ to push to automate a notice to a couple teams of an item being discontinued. I don’t want to have this for everything since some items do not need to go to this step.
Any ideas on what I need to do here?
You can create a transition from status "Ready to Release" to "Ready to Release".
Give that transition a name and based on the transition, rigger an automation.

No this can only be done on the issue itself.
This is not possible to visualize on a board.

@Marc - Devoteam - in looking at the issue itself, when I go to change the status, I do not see the transition to Ready to Release if I am on the status Ready to Release.

So you have a transition in place.
Now create an automation rule that when this transition is executed sent an email.
This transition can only be execute on opening the issue, not on the board.
This because board columns are based on statuses and you are not changing a status.

@Marc - Devoteam - so maybe I am confused. When I am already in the Ready to Release status, I open the issue, go to change status, I do not have the option to "move" it to Ready to Release. My only options are to Done or back to EDI Update.
