Setting Password Expiry

We've been asked to set automated User password expiry for 3 months for all of our Jira Users.

According to the Atlassian documentation:

        By default, passwords do not expire. However, you can set an expiry period if

        required, just add the numbers of days you want your password to expire by.

which sounds like an option that Users themselves would apply (although I can't find out how?) - not imposed system -wide?

We don't currently use LDAP - is that the only way that we can achieve this requirement?
