I came across the following discussion on having the Description field pre-populated with content to understand if it is possible to do so:
According to thread, we can see that it is not something that we can achieve out of the box. Some suggestions include:
Ultimately, is there any specific reason why you would like to have the Description have panels by default? Is there a specific business standard / template that the users need to adhere to?
We the description for Business Requirements of that particular story. So as we business requirements change we want to keep the original requirements in 1 panel and the current requirements in another.
I know we can accomplish with custom fields but the decision was made to have them both in the description so it is up to me to find a way to do it.

Hi Raoul
As Ahmad suggested, you could look at an add - on. I am not sure of all the different add on option capabilities but I know ProForma can do that. It will allow you to include include explanatory information boxes as many as needed. Your option would be to amend for further requirements as required. May be worth a look.
To be transparent and upfront, I am from ProForma.

You are most welcome. I had a look at ProForma as suggested by @Kate Caldecott and I have to say that it looks pretty awesome! The slides and the video provides a good overview on the features available for the add-on. Best of all, it is available for all types of JIRA deployment (Core, Software, and Service Desk):
