we are wondering if there is any possibility to restrict for some of our users to use QAlity Plus or if the whole users can access QAlity Plus?
Furthermore, can you give any selectable permissions to users? For example only view the issues but not update/create/delete them?

Nice to meet you! When it comes to QAlity Plus permissions, you can select things like:

We do not offer separate restrictions on who can edit Test Cases. Users who have Edit issues permission in the project settings can edit Test Steps as well.

While not really familiar with this specific app, many times questions like this one are often asked to find out if there's a way to reduce the number of licensed users. That is usually not the case - apps are following the user tier of the Jira product they are added to.
A quick check of the documentation shows that the app can be enabled / disabled on a per project basis. While this is not user based, it may still be a way to take more granular control over who gets access to the app's features.
For more detailed information, it may be best to either dive into the app documentation or contact the app vendor directly. You can find both from the app's listing on the Altassian Marketplace.
