I would create a test issue (inform the members of the telegram channel you are executing tests first) and see if on the telegram channel the message is received.
Or create a test telegram channel in relation with a Jira test project and create a rule on this project.

I see you made a postman get call to Jira to a jira issue with key ISSUE-1, result does not exist.
Is there a issues in Jira with this key, I expect not.
Create an issue in your created project CRYSTALITE777, this will also trigger the automation you made.

So the first issue created in the project will have key: CRYSTALITE-1
