They need to raise a ticket through the customer portal that is within your JSM project. When they do this, they need to be added as a customer through Customers and also get assigned the role Service Management Customer. As a prerequisite, they need to have the Service Customer license that they get when they are invited to join your site.
Are they external? If they are and they do not have the Atlassian account, you would need to adjust the settings that will allow the users without Atlassian account to raise requests.
