The /jira commands don't work in Direct Messages - if you try it, they'll helpfully provide a message explaining so and let you know where they can be used:
⚠️ This command isn't supported in DMs with Slack users. Try using it in a channel or in a DM with @Jira.
You can however paste a full URL and the issue details will be unfurled, even in a DM. You can see here I've got a DM with myself (the "Jot something down" in the editor shows it's a DM to me), and simply sending an issue URL unfurls the issue details along with the Watch button / actions menu:
