Actually, you should not need to worry about logging levels just yet - most issue creation failures will automatically throw errors into the logs.
What error do you get on screen when it goes wrong? Can you match anything to the time stamps in the logs?

Problem here is issue is created through api from an external application which fails to create sometimes(intermittent). I dont really have an error in JIRA. I checked the logs in atalssian.jira.log and there are no errors for the timestamp. @Nic Brough -Adaptavist-

Maybe it never made it into Jira and that could be why you don't have logs. What logs do you have in the other end? I've seen login problems in the past (due to the instance performance for example) that the external app was unable to login and therefore, failed to create the ticket.

If you don't have error logs in Jira, then the problem is almost certainly going to be that the call never made it to Jira
You'll need to look at the external application to see what it is logging. What is the response back from Jira when it tries to create?
