A Specific User Can Not See Backlog or Roadmap or Active Sprints under the planning section for a project.

Has the user been granted access to the Jira Software product for the site? A user must have Jira Software product access to see the Agile features you described.
The User is able to see tickets on the boards and add comments to tickets but not see anything under the planning section. Does this help?

A Site or Organization Admin needs to confirm that the user has Jira Software product access for your Jira Site. They would do that through https://admin.atlassian.com
Has a check been done to see to what Project Roles the user has been assigned, and to review the Permission Scheme for the project to see what permissions have been granted to the user? Compare that to the Roles and Permissions granted to users who can see those options in the navigation pane.

The user is setup with project roles and the permission scheme was verified. I will confirm with the organization Admin next.
