Hi,
A developer is unable to tag existing users onto his project comments/description sections.
The developer role belongs to browse project permissions and another user with exactly the same access, can tag users.
Please advise what else can be suggested/tried

It will be necessary to add the developer to a group that has the global permission "Browse users and groups".
Hi @Krishantha - Has the developer in question been added to the jira-software-users group? This group provides Jira Software licensing and if they haven't been granted they can have an experience that seems like a permissions issue when in reality, it's a licensing issue.

Yes the team member is part of the same Jira software user grouping as another person tat can tag. They have identical access/permissions. Seems like a very odd instance, and we rarely have this issue. Do you think removing the licence and reassigning could help?

As @Ntamen kamogne harry Michel mentioned, another thing to try is verify that they are in a group that has been granted the Global Permission of Browse users and groups. This permission is managed under System >> Global Permissions
