So the clone feature is still in Jira,
The project you are trying the clone the issue could you please check if you have Assign issue permission and create issue permission,
Create issue you would have already, please check if you have assign issue permission

Hi, I don't know if this helps, but worth looking if the create transition has any validator field requirements?
Also see if any fields are marked as "mandatory" in the field "Field Configuration Schemes" that isn't being populated from a clone?
