Great question!
It depends on how you're currently using checklists—whether through a custom field like "Checkboxes," directly in the issue Description, or via a Marketplace app.
If you're looking to use Jira’s native action items (the checklists in the Description field), there's currently no built-in way to save and reuse them as templates.
As an alternative, you might find our free app, Easy Action Items – Checklist Templates and Automation, helpful. It lets you create reusable checklist templates and even automate their insertion based on issue type and issue labels.

@Miguel Horta looks like they don't have an option to save checklist as a template. I suggest you to check out Smart Checklist for Jira - it has a free version of an app, you can create custom checklists and save them as a template

Another idea would be to create a template issue which contains the checklist and then clone the issue, using the Jira native clone.
If you need some advanced templating functionality, you can explore the Atlassian Marketplace. We also provide a templating solution, called Deep Clone for Jira. I am the product manager of the app.
