Tempo has a team and a commitment % what is that used for?

Hi Tempo users

When adding a person to a Team there is a field for % commitment.

Does anyone know how that is used within Tempo?

And by this I mean if you add someone with a 50% commitment with their hours set at 40h / week, is there any correlation?    If I try to plan them for more than 20 hours will it throw up any warnings?  

Is the commitment value used for anything?  If not, is all that it is for is to allow people when planning time to be aware of their commitment?
