We are going to be managing the testing for new software being released as part of an industry wide utility.
Several participants in the industry will be executing the same set of tests , to the same schedule, and any issues will be raised and managed in a centrally managed version of JIRA.
So I need to allow the participants to update the status of their run of that test case , which could be different from that of another participant.
I've looked at some of the test case management software in the market place and the key issue for my specific use case is that they do not support the ability to segregate the data - i.e. prevent participant 1 from accidently updating the test case state of participant 2. They provide filters by test case owner etc. - but I need the ability to ensure that there is no possibility that one participant will update the status of the test step of another.
Any ideas ?

If each test run is a separate issue, you can use issue security.
You could configure it so, that all test runs are available only for the assignee and for example you.
