I added the "Tester" field to the User Story and Change Request issue type screens. I created a new story and Tester field does not display when I go in to View the ticket.
How can I setup the Tester field to display and default to a status of Unassigned. Just like the Assignee field displays.

You said you "Created a new story". Was the field displayed on the Create Issue screen? Are you only not seeing it when you a viewing the issue? Can you see it when you Edit the issue.
In Project Settings, in the Screens section open the Issue Type Screen Scheme for the project.
For each issue type where you expect to see the field, please open the screen associated with the Create and View actions (an Edit if you expect to see the field there too) and confirm that you have added the field to each of those screens.
Again in Project Settings in the Fields section click on the Field Configuration Scheme. In the resulting screen, expand each of the Field Configurations associated with the issue types where you want to see the field and confirm it is there.
If you confirm that the field is added to both of those places, please show us examples of the screen where you expect to see the field and it is not displaying.

Yes, I confirmed that the field "Tester" has been configured for both the View and Edit Screens of the Issue Type Story, also set in the "Field Configurations"

When I create the new Story and put a value in the Tester field it displays. If I create a new Story and leave it empty it does not display.
Customer is requiring to have the Tester field be display even if its empty, and later in the process they can add a Tester's name.

I found that there is a change request for JIRA Server to support forcing an empty custom field to be displayed.
