I spent hours trying to create a SCRUM frame from an existing (JQL) filter, checked filter sharing, checked global permissions, anyway, nothing made sense.
Literally the filter does not appear on the scroll bar; After hours, I typed the filter name in the search box, and then the filter comes up, magic.
The filter name is: Migration-Frigotil-PGSQL
See in the images the absence of this filter.

If you have access to a large number of filters - you do need to type to search and locate the filter. The list refines based on what you enter into the search box.
You'll notice without a search, the Saved Filter box only shows a set number (~20) and they're in alphabetical order based on what you have access to.
Otherwise for large organisations it would be a lot of load time, where there could be hundreds or thousands of saved filters available.

It seems justifiable.
But this approximate limit of 20 ~ items in the scroll should be stated in the documentation, in an easily accessible place.
