Time Tracking Report/Dashboard

Hello Smart Humans, 

We are attempting to Pull a Report(s) and build a dashboard around the Capacity of a Team. This team has multiple projects within Jira and we would like to pull time information from these projects. 
Our primary goal is to:
1. Know the amount of hours at our disposal(due to how many employees are in/on any multiple projects--we don't want them working over 8 hours a day M-F)
2. Know the hours allocated already for estimated time on a project
3. Know the time/hours currently logged on projects and
4. The amount of time available after everything is allocated

2&3 seem possible but 1&4 I cannot for the life of me find inside Jira without possibly using an add-on/plug in.

Is this all possible? If so, How?
