What I would like to do is track the time a user is on an issue. The problem is that there may be an Issue called something like 'Research the task'. however, there may be 2 people that need to work on this task.
1) Can I assign more than 1 person to a task
2) Is there a way that each person can log their time on the Issue so I can report on this

I'll answer your questions out of order.
2) Even if not assigned to the issue, a user can still use the Log Work function to log time against the issue.
1) You cannot assign multiple people to a single issue simultaneously. However, you could create Sub-tasks under the issue and assign each user to a sub-task and have each user log their time against either their assigned sub-task or the parent issue.
Following up, based on the comment from the other responder, if you want to report on the time logged by users against issues, there is no built in tool for that. We choose to use this app:

Its worth a look, its got a great start stop timer as well. So far does what I need. What I do want to know is is there a way in Jira Permissions to restrict access to installed Apps

From the answer of @Trudy Claspill to #2, I understand that anyone could log time spent on an issue even if he or she is not the assignee of it. Is that correct ?
If it is correct, this would be quite convenient. We don't want to go too deep in the subtask definition as we don't want to spend to much time managing issues and subtasks (ought to find the right compromise!).

Should it prove uncorrect, do you have any idea how to solve this problem ?

Yes, it is true, any valid user with appropriate permissions in the project can log time against the issue, even if they are not assigned to that issue. We do this every day where I work.

Using Time in Status for Jira Cloud you can capture:
Also, add-on let you set users groups to monitor time in status for different teams.
For convenience, you can use graph views or add-ons gadget on Jira dashboard.

the issue with the time in status is that I cannot have more than 1 person tracked on the same issue, I can with the above App. Thanks for looking into this

I'm glad you found a solution for yourself :) But I want to clarify that the application Time in Status for Jira Cloud can also count time for several assignees who worked on the issue.
