It is even in milliseconds. That is indeed the way time data is stored behind the scenes in Jira. When you run an export, it is the raw data that's exported, not the way it is formatted in the UI.

Sure, @Shachar Shain. Be aware though that Excel is not part of Jira. You can manipulate the data any way you want by performing calculations on the result to transform the exported data into the desired format.
If you can bring your users into Jira instead of getting the data out of it, they will benefit of real time data formatted in a user friendly way.
That said, if you rely on exporting data on a frequent basis, there are marketplace apps available that enhance the out of the box export capabilities.

You just found one of Jira Cloud for Excel add-in's limitations as documented here with other things.
One option you can try instead is a native and dedicated Jira Cloud app (not an Excel add-in!) like Better Excel Exporter for Jira Cloud. It was created with use cases like yours in mind and presents the Jira data (including numbers, dates, versions, etc.) as you expect them.
