[Time tracking] Split development- and testing estimate

My development team would like to log Development- and testing time seperately for administrative reasons. 

Currently We can only Estimate an issue and log Work on it. Anyone know of a method to make it possible to have both Estimate & Remaining for Development and Testing?

So:

Development Estimate
Development Remaining
Test Estimate
Test Remaining

May be as work around, why don't think of two sub-tasks ,one for development and for testing.
