I have created a CSV file to import to JIRA for my Issue type Story. I used the same layout of the CVS file as I used last week. When I run the varification or the import I get the message, see above. that my reporter is not a user. I am the project admin and this worked last week.

@TerryIf it's say's reporter is not a user then it's not., project ad-min right is not enough who is the reporter of this issue ? if you are or another then you will need to check permission scheme and give user the permission to be able to create issue, and this user must have account in JIRA.

Ok, I understand your point, but I used the same Excel layout last week and I imported three files without an issue. Nothing has changed and I contracted my JIRA administrator and she said she had not made any changes. I show up on the issues last week as the reporter. The permission has “Any logged in user” can create an issue.

I discovered that my issue was that I was attempting to load a number of issues (stories) with one import that included multiple Epics. I coded the Epics in the import file but it seems that JIRA took exception to this. When I broke the file down to import one EPIC at a time I did not run into this error. Maybe, an undocumented feature/
