Training for business users

Our Jira Cloud will be used by business users. What is the best option to train 1000 business users on custom configuration of Jira. This custom configuration may change for bug fixes or business needs. The training instance/environment needs to be stable , persistent and separate from a Dev/Test environment. 

What is the best process to train a1000 users on custom configuration. Are there any limitations, who sets up environment, any additional charges,  does it work with Atlassian access.

Our Admin will custom configure Jira.  Business users will use this custom configuration of Jira. Therefore Atlassian Univ.  for example, is not helpful for our business users because it will be irrelevant.  Hence the need for a stable , persistent  training environment and separate from a Dev/Test environment.
