After upgrading to JIRA (server version) 8.6.1, the Atlassian Troubleshooting and Support Tool application is showing "incompatible version" and there not update in the Atlassian Market. What is the replacement for this tool?
You may download the compatible ( 1.21.3 )version here:
Place it in the JIRA_HOME/plugins/installed-plugins directory ( also remove the older one) then restart Jira.
Download link says "Jira DataCenter"...
1.) Is it OK to install it in Jira Server?
2.) "Upload app" button wouldn't work? Do we have to stop and start Jira?

Yes it’s compatible for both server and data center.
after downloading the file, move it to the jira-home/plugins/installed-plugins directory
remove the older version from there
then restart Jira

We are useing Jira Server 8.6.0, and "automatic update" on "Manage apps" tab does not allow to update "Atlassian Troubleshooting and Support Tools" to 1.21.3.
It looks like plugin metadata in Atlassian Marketplace:
https://marketplace.atlassian.com/apps/1217696/troubleshooting-and-support-jira/version-history
are incorrect.
Previous versions are explicitly marked as compatible with Server, but 1.21.3 is not.
Could Atlassian Team correct it, so automatic update is back on-line for Jira Server?

@Adrian Stephen -- the issue looks like Atlassian hasn't updated / validated the 1.23.1 version of this plugin for Jira Server 8.6.x, but did update the metadata for Jira DataCenter.
