I'm trying to run a report to understand how many points each developer completes during a sprint. The problem is that a ticket changes hands many times between the developer, BA, and QA team as the ticket progresses through the workflow. We are thinking we can try the timesheet function and have developers add the actual number of points/hours it takes to complete a certain ticket prior to passing the ticket over to the BA. I'm wondering if the assignee field on the timesheet report shows the current assignee? For example, when we reassign something to QA, does it show that QA has finished x amount of hours instead of the developer?

If you are open to using a third party app to extract reports for work logged, I recommend the app Worklogs - Time Tracking and Reports. This provides a dashboard gadget for displaying reports based on filters and gives some options for how you group data. It was not too complex and not too expensive.
I think you could satisfy your need with that app.

Can you confirm which "timesheet function" you are referring to? Is this the normal work log functionality or an add-on like Tempo?
FYI, it does sound like work logs might get you what you need, as they are filed (and therefore associated) with specific individuals.

It looks to be the normal work log functionality. I'm still unclear as to whether or not the time logged is associated with the current assignee (as the ticket is passed along to the BA and QA) or the original assignee (the developer)?

The "work log" is a distinct object within JIRA and associated to the person who actually filed the work log (i.e. NOT the assignee of the ticket) so the data is being recorded as I think you would need it.
The challenge is reporting on it; as far as I am aware, you cannot really do anything with the data out-of-the-box, and you would need an add-on to pull the data and stitch it into something useful.

Sure! There are TONS of plugins out there that would solve this.
- Tempo is probably the most common time tracking "replacement" app; in short, it's what happens when someone rebuilds the "work log" functionality to make it fully-featured. It is definitely on the "feature-rich" end of the spectrum.
- There are a bunch of add-ons that just tap into the existing "work log" functionality and supplement it with reports and dashboard gadgets. I don't have enough experience with any of them to recommend one, but I saw several recommended in other community posts.
