I am trying to import project from another jira (export is CSV). Project has been moved to another provider and old jira project is required in another company's jira as reference.
New Jira is Jira in the Cloud.
While import is executed users from the CSV are created which is OK.
However every user gets email wit invitation, even is I turn off all outgoing emails.
How to prevent this ?

Could you please let us know how you are importing your users through CSV? Are you using some third-party add-ons to do it?
By default functionality, users cannot be imported on JIRA by using CSV import, however, the invite users default functionality of JIRA Cloud allows you to add the e-mail addresses of the users separated by a comma and you can unflag the box to send invite notifications:
If you are using the XML import instead of CSV, please let us know.

Maybe I will not make myself clear, sorry for the confusion.
As I read these users are not technically created (?) but anyway I can see them and invitations were send (there are valid email addresses in CSV, like in assignee, reporter,commenter columns, etc.)
What I am trying to achieve is:
- import old project just for reference
- prevent invitations being sent for users while importing project
- disable/remove these 'users' so they will not be counted towards license limits - those users are never meant to be activated and using this project.
Is it possible to achieve ?
Can you help me / point me to right documentation ?
