We are migrating from IBM Rational ClearQuest to Jira Data Center 9.0.0 (self-managed on a closed system) to track issues, i.e. new to Jira.
Currently, we have CQ setup to allow two kinds of attachments. One field to attach non-sensitive documents. A separate field to attach sensitive documents, e.g. classified, proprietary, PII, etc.
I may already know the answer but is it at all possible to have two fields of the "attachment" type in Jira without a huge customizing effort?
If no, would anyone even see a possibility of it after a huge customizing effort, i.e. "hacking" an attachment type?

I recommand to use this addon from the market place :
You can install a trial version and and in case this solves your needs you can buy a license.

The add-on helps to meet the need. Just two lingering questions:
1. Noticed under Administration > Fields > Custom fields, that those newly-created attachments fields have a info notice "This custom field stores its data in a non-standard way, that's why we can't show accurate data about its values or issues using it.". So one cannot filter for issues with (or without) any attachments. Correct?
2. How could one not hide (or remove) the standard Attachments field show in the main content of an issue, or is that not possible?

I'm working for Apwide and here are the answers to your questions:
1- Yes, you can filter issues with or without attachments, using IS EMPTY or NOT EMPTY in your JQL:
2- Yes, you can do that by updating your issue screen
