I'm looking at the various tools for syncing two jira instances.
The problem is that the github admin and the jira admin are completely separated.
The idea is to use a shared jira instance where admin credentials can be shared so that the github admin can setup the github integration on that instance and the jira admin can then sync everything back and forth from the main jira instance.
Jira Instance <----> Jira Bridge Instance <---> github.
We are not looking for syncing of github issues but all manner of other info such as pull requests and such.

I'm not sure if I understood your use case correctly, so I'll ask again.
Is your only reason to introduce the synchronization so that the github admin can setup the integration between github and Jira correctly?
If so, wouldn't it be an option that the two admins sit together (virtually) and complete the setup without setting up an additional instance? I haven't used the github integration but I believe this is also more a one-time setup you'd need to do - and nothing you always need permissions for (Correct me if I'm wrong).
