This is a question about permissions and administration
Assuming I have a JIRA Software server with few projects and 1 admin (aka Admin-A).
Now we want to add new projects and a new admin guy (aka Admin-B). Admin-B should be the only one to manage and access those new projects.
We don't want Admin-A to have access to projects of Admin-B (and vice versa).
Question: should we necessarily have to setup a new Jira server ? or it's possible somehow to isolate Admin-A + his projects and Admin-B + his projects ?

You can have project administrators and system administrators.
Add them adminB as the project administrator in the permissions
Permissions:
Administer Projects
Ability to administer a project in Jira.
Extended project administration
Grant extended permissions
No, if they are both system admins you could remove browse projects from administrators, and add them as individuals to browse each project instead.
As system admins, they will have permissions to add themselves back into it however.
