In list view of my project board, I'm able to add columns using any of the fields in the associated issue types. We recently added two new drop down options in one of our issue types, and for some reason, these are not selectable as column headers in the drop down (by clicking the Plus sign in the upper right of the List
Are there any limitations that would prevent these fields from appearing in this dropdown list?

From what I see, this looks like Jira Work Management's list view? To the best of my knowledge, the list view only supports certain fields, and the ones that you have added may not be included. I'd assume that this will change at some point, but I'm not aware of concrete timelines.

... and just to add to the above: For an immediate solution, you may want to create a filter that covers the issues of your project. In this filter, you should be able to add your fields as columns.
Alternatively, if you're open to solutions from the Atlassian Marketplace, you might want to check out the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields - including any custom fields - much like you’d do in e.g. Excel or Google Sheets. In a sense, JXL has a few things in common with the list view; however, JXL comes with heaps of advanced features (such as support for configurable issue hierarchies, sum ups, or conditional formatting), plus it works in - and across! - projects of all types (not just Jira Work Management). This is how it looks in action:
JXL integrates into the project sidebar (or top-bar, in Jira Work Management), making it easily discoverable to all team members.

But that doesn't really track with my experience. We've added a number of fields to the issue types associated with this board, and they're all available to add as columns in list view. Do you have any info on the criteria by which these fields are/are not allowed to be columns?

I don't have a definite list, plus I expect this to evolve over time. There's this page for reference.
