Unable to View Existing User Tokens in Admin Interface Despite Proper Permissions

Hello,

As an organization administrator, I am unable to see any user tokens listed in the admin interface. The list appears completely empty even though I know several tokens exist, including one that I generated myself.

I have verified the following without success:
- My admin role has full permissions to view all tokens.

- There are no active filters applied that could hide tokens.

- Tokens have been generated and are valid (confirmed by token usage).

- Tried multiple browsers and cleared cache.

- Verified whether tokens are personal or organizational — the interface should show all tokens.

This issue prevents me from managing and auditing user tokens effectively.

Could you please assist in resolving this visibility problem or clarify if there are specific restrictions preventing admins from viewing all user tokens?

The old style personal user tokens are usable on all Confluence sites where a user has access.

A site admin can't list all of these tokens of a user.
