Suddenly we are no longer able to assign users to a jira ticket. The list of users has disappeared. I am the admin and no changes have been made to the system at all. This worked this morning.
Atlassian seems to have some sort of trouble with the user discovery at the moment.
Neither fields nor the search are currently able to find any users, and even automation is unable to put users into them via userid.
Best we can do is hope for atlassian to take notice & fix the issue asap.

To be able to see a list of users in any user field, you need to have the browse users global permission. That permission is granted via group membership.
Depending on how users and groups are managed in your site (manually in Jira, via Atlassian Access and a connection to an external identity provider, ...) it may occur that an operation that happened outside of your control has an impact on the behavior of the application.
I can't tell you if that is the case here, but I would first of all verify this global permission. Type CTRL+k (or CMD+k on a mac) and type global permissions in the dialog that appears. Verify the settings for the global permission browse users and make sure you still belong to the group(s) listed there.

I was able to do this this morning. I have full rights and I have made no admin changes at all to the system.

Oops, just after I typed the above reply, I checked the second best option: seeing if there is a known incident with Atlassian.
And apparently that is the case:
We are investigating reports of intermittent errors for Atlassian, Confluence, Jira Work Management, Jira Service Management, Jira Software, Atlassian Bitbucket, Jira Align, Jira Product Discovery, Atlas, and Compass Cloud customers. We will provide more details once we identify the root cause.
