I'm trying to attach the csv file in the JIRA ticket but getting error. Please find the attachment of the error.

The error you posted is likely the result of insufficient write permissions in the attachments folder. This is something your system administrator could help you with.

User have the correct permissions to attach the files then also getting same issue. Cloud you please help me with this it is blocking our work

You really need help from your system administrator, as he/her can look into the server computer and set the permissions correctly for the attachement folder.
This is not related to within-Jira configuration. There is something incorrect in the operating system that runs underneath Jira.
