One of our project team is not able to close the sprint.
When trying to close the active sprint, it is not providing the option to move the in-progress tickets to the next sprint. This is blocking the team from closing the sprint

Welcome to the Atlassian community.
There are few unanswered questions from your post:
1. A project team doesn't require to be server admins (because you tagged Jira server for this post and quoting server support ticket)
2. When an active Sprint is to be closed and your team is unable to locate close button, then they need to zoom the browser to 70% to find the button.
3. Alternatively, if their are open sub-tasks in story(s) from the Sprint to be closed, then they need to be closed prior to ending the Sprint.
I believe your query is incomplete. May we request any error message or screenshot for better guidance or suggestion or work around.

If we have incomplete tasks, then it should allow us to close the sprint, so that existing tickets which are not completed goes to backlog/ next sprint.

Hi @anjitha_s please be informed that, when ever their is an open task (sub-tasks) in the story, then Jira will not allow to close the Sprint. Please either close or cancel all sub-tasks in the story post which the work in progress (unfinished) stories will be allowed to move to either Next Sprint or to backlog.

The problem here is that you have got a story that is in an inconsistent state, and Jira can't know what to do with it.
By definition, a sub-task is part of its parent issue, not a separate item. You have told Jira that BCN-1218 is done (by moving it into the last column on the board), but equally that it is not done, because one or more bits of it (the sub-tasks) are not done because they are not in the last column.
I strongly recommend changing your workflow - add "conditions" to the transitions in to status in the last columns that say "only allow this if all the sub-tasks are in a status that is done already"

usually all not completed task should be moved to the next sprint. Are u sure that your user has all privileges to do that (Edit, Move and Bulk Permissions)?
