Unable to open the jira on a URL on which it is started?

Tomcat is started on port 2990 and jira also started successfully and gives a certain url but when i try to open it in browser, it gives me an error of page not found. Please assist?

You've said "localhost" - I assume you are running the browser on the same machine that Jira is running on?

If not, then it won't work.  Localhost is always "this machine" (There's no place like 127.0.0.1).  If you're trying to access Jira remotely, then try the ip address of the server it is running on instead of localhost.

What url do you enter? Have a look at the logs. There must be the correct url to open.

Also make sure that a firewall does not block access to your Jira instance

im entering http://localhost:2990/jira , but it gives me an error that this page can;t be found. let me check firewall.. Thanks

Even after turning off the firewall, the problem persists. and i am unable to open the jira.
