Unable to remove Project admin from Users and roles

One user is shown up as the project admin list in the issue view but when I check him in users and roles I'm unable to find him and even he is not a user in user management

We have a project admins list in the issue view screen on that there are four users listed as admins I tried to remove one user from users and roles but that user is not found in users and roles then I checked the user in user management but the user is not found.

I attached an example screenshot for the project admins list in the issue view screen.
