Now I have switched to the new view, when raising a ticket I am unable to see the 'Labels' field - it seems to have moved into a tab wihtin the ticket that you toggle through - but for the first basic ticket this is now viewable.
Anyone else having the same problem?
I don't see that in my JIRA Cloud instance.

So, that looks like a view screen rather than a create screen.
Below the "Show 2 more fields" link there should be a "Configure" link. Click that and make sure that Labels is included in the Context Fields section. It should then be available in the right pane in your image. If you want it to show all the time in that pane, you can hover next to the field name in that pane and click on the pushpin.

I have done that but labels does not show at all on the screen? How can I add it? Do you know?

Are you saying that Labels is not available on the Configure screen for layout? That would suggest that the field is not part of the Field Configuration for the issue type you are viewing in this project. A JIRA Admin or Project Admin should be able to review the Field Configuration for that issue within that project to see if the Labels field is available.
Alternately the field may not be included on the Screen associated with that issue type in that project.
