We have given each and every permission to start or complete the sprint in our permission scheme. Scrum masters or Admin are able to start the sprint but not able to close sprint.
Recently we moved the issues from older project to newer project as we changed the structure within jira. Need a quick solution on this. We as an admin of jira can complete but some of the scrum master or admin for some boards are not able to complete.

What version of the product are you using?
What happens when these users try to complete the sprint? Is the button disabled, or are they able to click it and then they get an error message?
Does this affect all scrum boards or just some scrum boards?
Do you have the Jira Service Management product licensed in the same instance?
For the affected boards does the filter of the board explicitly constrain the issue to be included to specific projects? Can you show us the filter of any of the boards where the problem is being experienced?

Can you show us an example of a filter from a board where the problem occurs?
Are there boards where this is a problem and boards where this is not a problem where the boards are referencing the same project(s) in their filters? Or do the problems happen for all boards for specified projects?

i can't show you that.
meanwhile yes there are few boards within a particular project which doesn't show complete sprint.
lets say board x and board y are part of same project with the change in ST. now board x has the button enable but board y doesn't have button enable.(ST=scrum team)

Often the inability to manage sprints is related to the board filter. The user has to have the Manage Sprint permission in all projects included in the board, either explicitly or implicitly.
In the Board Settings when you look at the General tab, at the bottom where it says "Projects in board" does it list the projects in the board, for the board where the problem occurs? Do the users having the problem have the Manage Sprint permission in all the projects listed?

Everything is correct all the permission and manage every permission is provided.

Lets say there are sprint 1.1 and sprint 1.2 in board of a project, sprint1.1 has complete sprint button enable but for sprint 1.2 it is disable for SM. they can start but not complete it.
