Unable to update Jira Cloud Migration Assistant from v 1.4.4 to v 1.6.6 on my JIRA 8.16.0

Hi Ecperts, 

I wanted to migrate Jira server to Jira Cloud. And i need assistance regarding the cloud migration assistant.
Jira Migration Assistant installed on my Jira core is 1.4.4 which is not compatible with Jira Core 8.16.0 i am trying to upgrade Jira Cloud Migration assistant to 1.6.6. But its throwing an exception that "Problem accessing the file Jira Cloud Migration Assistant."
Could anyone help me?

@Craig Castle-Mead Hello, I am still troubling with the same issue. I have attached the atalassian-jira.log file. Is this is helpful in identifying the problem?

I would stop Jira, delete all of the migration assistant versions (there may be multiple old versions) from the installed_plugins directory on disk, then start Jira and try installing the latest version. If there are multiple old versions of an App, I've seen Jira sometimes get confused and exhibit this behavior.

@Dave Theodore [Coyote Creek Consulting] , Thanks for the response. I came to know that this issue is not only with the "Jira Cloud Migration Assistant" But with all the other plugins also.

I tried upgrading "Troubleshooting and Support Tool" it throws the same exception "Problem accessing the file Troubleshooting and Support Tool". I think problem is not with a specific plugin but with the UPM.

Try restarting Jira. This kind of weirdness often goes away with a restart.

And while you've got Jira stopped, delete the plugin cache (https://jira.atlassian.com/browse/JRASERVER-27314)

Given how often we have plugin related issues, purging the plugin cache is now part of any application restart process. Yes, it may add a small amount of time to each app boot, but it's been much less disruptive than figuring out there's issues later on, then stop/delete/starting.

With multiple DC nodes, a single node taking longer to boot doesn't cause us any extra effective downtime either as the remaining nodes are handling the workload

Hi @Craig Castle-Mead , thanks for the response. I stopped Jira, deleted the Plugin Cache Directories [ .bundled-plugins and .osgi-plugins] and restarted it. But that doesn't work for me. Its still throwing the same error "Problem accessing the file Jira Cloud Migration Assistant."

After that with the reference to this thread https://community.atlassian.com/t5/Jira-questions/Plugin-Update-Error-downloading-plugin-from-https-marketplace/qaq-p/678491. I updated the .setenv.sh 

set JVM_SUPPORT_RECOMMENDED_ARGS=-Djsse.enableSNIExtension=true

But still its throwing the same exception.
