Unable to view 'Plans' to set Hierarchy Levels for New Created Issue Type

My Landing Page Looks Like
I am trying to create a new Issue - 'Feature' and set the hierarchy for the same under 'Plans' using the video https://www.youtube.com/watch?v=M1TvgkwGnLE&ab_channel=Atlassian [Jump to 2:06].
Since I do not have 'Plans', I am unable to move forward. I am using the Free version(under 10 users)
Any pointers?
