I would like to know if there is an official page that explain how Atlassian manage them version ?
For exemple :
JIRA Software Server : 8.0.0; 8.0.1; 8.0.2 ...
What does numbers mean ?
8.0.x is stable ? or 8.x.x ?

Hard to say. Take the last release of the enterprise releases.
If you want to see which bugs are fixed or new features are coming in the next version, have a look at beta release notes ( https://developer.atlassian.com/server/jira/platform)

Number changes like from 8.0.x to 8.1.x or 7.9.x to 7.11.x usually means its a new build with new features.
.x releases are usually bug fixes to those releases.
There is not really something called a stable release. New versions with new features always have a higher chance to introduce new bugs.
If you are really concerned about stability, have a look at the new enterprise releases. (More bug fixes backported)
