Welcome to Atlassian Community!

Checking the error you provided, it's necessary to select an Epic link to create the issue. 

Maybe the Epic link is set as required directly in the workflow. Can you please check the workflow to see if there is any validator for the "Create" transition?

I have a similar issue- Unexpected error occurred during create issue! (original Issue: EESC-140) [Validation failed! [reporter: You do not have permission to modify the issue reporter.]]

When I checked the permission scheme, the user performing workflow action has "modify reporter" permission

And the actual reporter, in this case, is a default account(Jira internal) used by API to create a ticket in the service desk. When a JIRA admin performs the same workflow action, the admin can perform it without any error.

The workflow action will create a linked ticket in a different project

Issue Fixed

Solution: -- Make sure to add the user to "Modify Reporter" permission in the destination project. I have checked only in the initiated project
