Good Morning. I was wondering if I could upgrade from Jira 7.3.6 to the latest version, without doing it in steps? Also, what is the latest version of Postgresql I can run with Jira's latest release?

from Jira 7.3.6, you should consider the following choices :
The Enterprise release is a good choice as you will get extended support for security fixes, if you don't want to upgrade every 2 months to the latest feature release.
The 8.4 release is a good choice is you just want all the latest features and don't mind upgrading more frequently.
You can upgrade to both versions directly from Jira 7.3.6, no need to do it in steps. Just be sure to read the Upgrade Guide for each of these.
For PostgreSQL, you can use the 9.6 version for either Jira 7.13 or Jira 8.4 as you can see from Atlassian supported platforms page : https://confluence.atlassian.com/adminjiraserver0713/supported-platforms-964983071.html
