I want to upgrade Linux OS where my jira software v.8.18.1 with mysql db version 7 but
After upgrading my ubuntu 18.04 to 20.04 where jira software run, i can log in with my account but all the data present before the os upgrade is no longer visible in jira.
could you help me please

What do you see in Jira?
As your login works I assume all users are still visible on the users page? And what about projects, can you still see them?
Maybe your Jira index files where wiped during the OS upgrade? That would be very odd...
Check your <jira-home>/caches and <jira-home>/attachments directories. Do you see anything in there?
I manage to connect with my administrator user but once I connect I do not have the blue menu bar normally present on the top of the interface.
in my jira-home/cache there is a lot of data,
I don't have a jira-home/attachments directory
moreover when I connect on my interface with my user admin I have alerts concerning the Health instance
on the database Collation and on the attachments
Database collation: Checks if the database are configured using required collation
Result the database collation 'latin1_swedish_ci' is usupported by jira

First thing to do would be to fix the database collation and use a supported one.

it's good for the collation database but after restarting the application I still cannot access the menu mentioned in my previous comment or the available project. when I click in the projects administration menu I have a 500 error.
moreover I tried a complete reindexation of the data but this one resulted in an error

Hmm those kinds of problems are difficult to troubleshoot without access to the environment and knowing what actually changed during the upgrade.
What does your Jira log say? Check both the catalina log file in the install directory and the atlassian-jira.log in the home directory.
You can also send your logs to Atlassian support if you want them to look at it.
