I want to write a field called goal, but some projects can add a field to an issue type, and some projects can't find it when I search for it. So when I go into a custom field, it's locked and it says, "This configuration item is locked in jira or 1 plug-in. You don't have permission to modify the configuration."

If I understand correctly, you are using Platform experiences early access program EAP and would like to add the Goals field to specific Jira projects.
This particular custom field is locked because it is used by Atlas. To unlock that field could potentially cause other product functionality problems that we would prefer to avoid. The usage of that field is explained in https://support.atlassian.com/platform-experiences/docs/what-is-a-goal/ and there are steps on how you can use that field in https://support.atlassian.com/jira-software-cloud/docs/link-and-unlink-goals-to-issues-in-your-jira-list/
Being this is actually a system field, we do not expect that you can just add this field to any project and use the functionality associated with it. This field is a means to link Atlas data into Jira Software projects.
The steps in the documentation above only apply to Jira Software projects (team or company managed). More info on using the goals is specifically used via the List feature in Jira Software projects. As such I don't expect that this will necessarily work in Business type or Jira Service Management type projects. As these are not technically Jira Software projects. I hope this helps to explain the usage and expected behavior a bit better.

There is a native, locked custom field named "Goals" provided by Atlassian. It serves a specific purpose and is linked to specific functionality. Refer to
1. Are you trying to use that field/functionality or create your own custom field for "goal"?
2. Have you already created a custom field named "goal"? What steps did you follow to create that field?
3. When you are trying to add the field to a project, what steps are you following to add the field?
4. In what types of projects are you able to find and add the field? In what types of projects are you not able to find and add the field? Get project Type information from the View All Projects page under the Projects menu.

The Goals functionality has not yet been made Generally Available. It is still part of an Early Access Program.

Did you navigate to https://admin.atlassian.com, to the Settings > Platform Experience page and confirm your enrollment?
Are you able to navigate to Atlassian Home and create Goals?

I have not been able to replicate your issue. I am also using a Free Jira subscription. I have been successful in searching for the Goals field in multiple Team Managed Business projects, for various issue types (Epic, Task, Subtask).
